Keep in mind that as currently structured, it's not a violation of the terms to have US troops in combat gear, ready for action, in major (or minor) metropolitan areas, provided they're dutifully under the command of a senior Iraqi military officer and under strict orders to comply with Iraqi chain of command rules of engagement. Of course there's political pressure to not need any US combat forces, merely pointing out the fact that you can't assume, just because you see US troops patrolling in an Iraqi town, that a violation has occurred.
